An IT Tool for Project Management. Planning, Implementation, Progress Reviews, Reporting. Objective setting, budgeting, logframes. An entirely web-based interface allows hundreds of Secretariat staff from all Council of offices around Europe to collaborate on one database and to build complex documents, such as the annual draft and final budget progammes.
Restricted Access for Permanent Representations and other partners. This site provides access to the Committee of Ministers and thereby to the ministries of foreign affaris of all member states. It is also used by the various Council of Europe Information Offices around Europe as a tool to keep abrest of the activities of the Council in a timely and cost effective manner. The interface for Representations is very similar to the Intranet version except that it is only possible to consult the database and not to make any additions or updates.

Since the Council of Europe is a large and complex organisation with numerous directorates and services, the activities are numerous and diverse. The Directorate of Strategic Planning, whose mandate is to coordinate activities, found it hard enough to keep track of the myriad of activities, let alone to manage them. For example, to answer the seemingly simple question, "What is the Council doing to improve democratic practices in Albania?" would involve a weeks-long, labor intensive, and complex process of information gathering. It would require contacting 10 - 20 people throughout the house in order to bring together information in numerous, often incompatible formats. This information would then have to be read through, understood, sorted and then recompiled into a report that was usually out of date almost as soon as it was completed if not soon thereafter. With CEAD, the system that smatsch web design developed, by working in close collaboration with the staff of The Directorate of Strategic Planning and collecting feedback from over 400 Correspondents throughout the house, a much more complete report can automatically be created with a few clicks of the mouse in a matter of minutes. Now the Directorate of Strategic Planning can actually do it's job of coordinating and strategy development since it has been freed of the arduous task of information gathering. They have also given all the agents of the Council direct access to a powerful horizontal information tool, substantially empowering them in their mission to improve democratic practices and the respect of human rights.

Designed and created the relational databases and designed the dynamic ".asp" pages for a long lasting, easy maintenance web site and document management system, that automatically grows with the organisation. Much of the site is designed specifically for Liaison Officers and Member of the Venice Commission in restricted areas. Case Registry - A complete database system - tailor made - to follow all case work of the Ombudsperson in Kosovo. All the way from the definition of specifications, through developement and installation, up to training and maintenance. Entirely web-based system built with an open source approach.
Document Management System (DMS) - An adaptation of Knowledgetree to the specific context of the Ombudpserson Institution in Kosovo. We tied the DMS directly to the Case Registry to give the OIK a complete solution to follow all cases and documents. Workflows facilitate and streamline the work of headquarters and branch offices. Entirely web-based system with a very user-friendly interface, providing high efficiency and very low training costs.
The Council of Europe and the European Commission are working on some joint programmes. In order to help in the coordination of those programmes, smatsch web design was asked to create an Internet site that draws the relevant information from the Council of Europe Activities Database (see above).

Following the success of the PMM IT Tool (see above) the budget committee of the Council of Europe suggested applying the same methodology to the rest of the budget. Having built the original IT tool, we were asked to develop the sister IT Tool for Results Based Budgeting. This covers the objective setting, planning, progress reviews, and reporting for 2/3 of the Council's budget. This tool is based on the logical framework approach to project management.

This site draws information from CEAD (see above) concerning activities for the European Year of Citizenship through Education (EYCE) 2005. It also includes a seperate database for EYCE activities organised by or with the cooperation of partner organisations in the Council of Europe member states.
A number of smaller sites drawing information from the Council of Europe Activities Database were needed by the different services within the Council.
These sites draw information from the Council of Europe Activities Database (CEAD - see above) concerning Human Rights Awareness, Media and Youth. The interfaces were modified slightly to make them more 'digestible' to the general public, meaning that references to internal structures and jargon were reduced.
